Inappropriate granting of user rights can provide system, administrative, and other high level capabilities. Accounts with the right "Log on as a service" can start network services or register a process as a service on the system.

Analyze the system using the Security Configuration and Analysis snap-in.
Expand the Security Configuration and Analysis tree view.
Navigate to Local Policies -> User Rights Assignment.

If any accounts or groups are granted the “Log on as a service” right, this is a finding.

Fix Text (F-30383r1_fix)
Configure the policy value for Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> User Rights Assignment -> "Log on as a service" as defined in the Check section.
